I've spent my career doing one specific thing: taking technology environments that have outgrown themselves and turning them into infrastructure an organization can actually grow on.

For more than 10 years, I served as Chief Information & Technology Officer for a statewide behavioral health network spanning more than 20 outpatient locations, satellite offices, and community support sites. When I stepped into that role, I inherited a legacy technology environment — the kind many growing organizations recognize: systems that grew up separately, data that didn't move between departments, and no real-time way to see where money or risk was building up. I rebuilt it into a modern, secure, enterprise-grade ecosystem: I directed cloud and infrastructure strategy, managed a seven-figure annual technology budget, and built a cybersecurity program that protected sensitive data across every clinical site — leading incident response personally whenever something went wrong.

What I've learned doing that work for a decade is that the hardest part is rarely the technology itself. It's translating a business problem — a bid that doesn't reconcile with the actual build cost, a budget overrun nobody caught in time, a department running its own disconnected system — into a systems answer that leadership can trust and act on. That's the work I do now, as a fractional CTO/CIO, for organizations that have outgrown ad hoc technology but aren't yet ready for a full-time executive hire.

I founded Hall Consulting LLC to bring that same approach to other growing, multi-location organizations — not just in healthcare, but anywhere the same pattern shows up: fragmented systems, blind spots on cost and risk, and technology that hasn't kept pace with growth.
